The e-DEVOY Handbook – e-Democracy: Empowering European Youth Voices has been developed as a comprehensive educational resource designed to strengthen young people’s understanding of democratic participation, digital citizenship, and civic engagement in the modern European context. Created within the framework of the Erasmus+ Youth Participation project, the handbook serves as a practical guide for young people, youth workers, educators, trainers, and organizations seeking to promote meaningful youth involvement in democratic processes.
The publication explores the evolving relationship between democracy and digital technologies, highlighting how young people can actively participate in decision-making processes at local, national, and European levels. Through accessible explanations, practical examples, and learner-friendly content, the handbook introduces key concepts such as digital democracy, active citizenship, youth advocacy, media literacy, European citizenship, digital leadership, and civic engagement.
Structured around a series of thematic chapters, the handbook provides readers with both theoretical knowledge and practical tools that can be applied in real-life situations. It encourages critical thinking, responsible digital participation, informed decision-making, and active involvement in society while helping young people better understand their rights, responsibilities, and opportunities as European citizens.

Module 1: Digital Democracy and the Future of Youth Participation in Europe
This presentation explores how digital technologies are transforming democratic participation across Europe and creating new opportunities for youth engagement. Participants are introduced to the concept of digital democracy, including e-voting, online consultations, digital petitions, and civic participation platforms. The presentation highlights the growing role of young people in shaping public policies through digital tools while also addressing challenges such as cybersecurity, misinformation, and digital exclusion. It encourages participants to become active contributors to democratic processes and to use technology responsibly to influence positive social change.
Module 2: Media Literacy, Fake News, and Critical Thinking in the Digital Era
This presentation focuses on developing the skills necessary to navigate today’s complex digital information environment. Participants learn how misinformation and disinformation spread online, how social media algorithms influence public opinion, and why critical thinking is essential in democratic societies. Through practical examples and fact-checking techniques, the presentation equips young people with the tools needed to identify reliable information, challenge manipulation, and become responsible digital citizens.
